Carol Ann Bynum

Dr. Ann Bailey Bynum died September 10, 2019 at the Good Shepard Hospice in Lakeland Florida. She was surrounded by her loving family, her brother Richard Bailey and wife Deborah Bailey, two daughters Holly Ann Bowles and husband Tom Bowles of Lakeland, FL, daughter Susan Heather Vaughn and husband Richard Vaughn of Amelia Island, FL, and six grandchildren, Brett Brasington, Lindsay Brasington Hamid and husband Taher Hamid, Jake Fritz, Savannah Fritz, Austin Bowles and Samuel Bowles, survive her. She was preceded in death by her loving husband, Preston Bynum.

Ann was born on December 8, 1940 in Siloam Springs to Robert and Sue Bailey.  She had a successful career for 22 years at the University of Arkansas for Medical Sciences serving as Associate Vice Chancellor for Regional Programs, Director for the Center for Rural Health, Director of the Rural Hospital Program, Associate Director for Program Development of the Area Health Education Centers (AHEC), Co-Director of the Center for Distance Health, and assistant professor in the College of Public Health.

Dr. Bynum was appointed and served as a Health Policy Officer for the National Rural Health Association; She held several appointments to the U.S. Department of Health and Human Services on the Workforce Development committee, The Interdisciplinary Community-Based Linkage Committee and The Telehealth Advisory Committee on Performance Measures.   Ann served as Board President of the Arkansas Komen Foundation and Chairman of the Governor’s Breast Cancer Control Board.

She was instrumental in starting the Telemedicine Program at UAMS and is published in several professional Telemedicine Journals as well Journals of Rural Health.

Ann was active in her church, leading a prayer group and writing a blog on prayer. Ann often said that writing this blog gave her immense joy. Preston and Ann moved to Lakeland, Florida in December 2016 to be closer to her daughter.

A memorial service will be held at Backstrom-Pyeatte Funeral Home

on Wednesday, September 18, 2019 at 10am

As a classmate and friend since the 40's, many sweet memories have come to mind in the last few days. She was a dear, sweet friend, and I'll always remember how beautiful she looked a couple of years ago when she and Preston came to the class reunion in Siloam. Bob and I are praying that God will give comfort and peace especially to the family. Wish we could be with you tomorrow. We'll look forward to seeing Ann and Preston again.

All the Bynum/Bailey Daughters and Family:
I spoke with Ann recently and she shared the seriousness of her health situation!
She was in my prayers, even before that! Preston was my dearest friend in the world!
Closer than a brother! Ive always felt like a part of the Bynum family and think of and miss Preston every day! You Bynum girls know how close we were and also my own physical condition! I am unable to drive these days and my driver, Beth, is regrettably unable to bring me to the service on Wednesday!
Please know that I love you all and definitely will be with you in Spirit and love!

I knew Holly, Heather and their mom way back in the 1970s in Gainesville, FL. I have very fond memories spending time in their home. She was always fun to be around and such a loving mother. She loved those girls more than anything. Prayers for the family, I know you will miss her so much.

To say surprised would be an understatement. I spoke to her only a couple weeks ago having completed an appraisal of property she owned in Siloam Springs. My sincere condolences to the family. Besides having done work for her for a number of years, I actually once rented a house from her father and used to enjoy visiting with him as well. Bob was a well respected businessman here and I've never heard anyone say any less about his daughter.
